The Draft Financial Plan describes the financial resources required to give effect to the Council Plan and other strategic plans of the council for the next 10 years.

It provides details on the decisions and assumptions that underpin the forecasts and details any other resource requirements, including human resource requirements.

It will assist council in adopting budgets which provide for predictable rate increases, prudent expenditure and asset renewal funding and income-raising to assist in Council’s goals relating to financial sustainability.

The Draft Financial Plan 2022-2022 to 2030-2031 has been prepared alongside the Budget 2021-2022 and Council Plan 2021-2025 which were adopted at the June 2021 council meeting and should be read in conjunction with these documents.

The Draft Financial Plan was previously presented to the May Council meeting with the Draft Budget 2021-2022 and was made available for community review.

It has now been updated for minor changes included in the adopted Budget 2021-2022.

  • Provision has been made for $4 million in new borrowings for the possible depot purchase option
  • No provision for unconfirmed grant funding
  • No rate cap variations are proposed
