Matthew Hyde - CEO 

 B Sc (Hons),  MBA,  GAICD

Matthew Hyde is the Chief Executive Officer of Wodonga Council, bringing more than 25 years of leadership experience in local government across regional and metropolitan communities in three states. 

Matthew holds a Masters in Business Administration, is a Graduate of the Institute of Company Directors and holds a Honours Degree in Science.

Since joining Wodonga in 2022, Matthew has led the organisation with a strong focus on financial sustainability, strategic growth and community engagement.

He is committed to delivering transparent, efficient and inclusive services, while driving key priorities such as regional development, housing supply and economic growth. 

Matthew is passionate about building collaborative partnerships that strengthen Wodonga’s role as a thriving regional city on the border.

Brent Quill - Director Corporate 

FCPA, FCPHR, GAICD, MBA, MEnterp (Exec) 

Brent Quill is the Director Corporate at Wodonga Council, bringing more than 15 years of senior leadership experience across local government, health and education.

A Fellow Certified Practising Accountant, Fellow Certified HR Practitioner and Graduate of the Australian Institute of Company Directors, Brent holds a Master of Business Administration and a Master of Enterprise (Executive). He has a strong professional focus on financial sustainability, governance integrity, organisational performance and building capable teams. 

Brent leads a diverse corporate portfolio, including communications and engagement, customer experience, emergency management, finance and procurement, governance and performance, human resources, information technology, risk and assurance and safety. 

He is committed to delivering transparent, efficient and compliant corporate systems that support the council’s strategic objectives, while maintaining strong stewardship of community resources and enabling high-quality services for the community.

Sarah Ryan – Director Community and Partnerships 

MAICD, ACEcD

Sarah Ryan is the Director Community and Partnerships at Wodonga Council, bringing more than two decades of leadership across local government, regional development, sport, tourism and major events.

A Graduate of the Australian Institute of Company Directors, Sarah holds a Bachelor of Business and is a Certified Economic Development Professional with Economic Development Australia. Her professional focus is on strategic leadership, partnerships and delivering long-term community and economic outcomes.

Sarah leads a significant and highly regulated portfolio spanning community development, cultural services, child and family services, investment attraction and advocacy, and strategic partnerships. Her responsibilities include early years and family services, cultural programs and place activation, and regional investment initiatives that support population growth, industry development and community wellbeing.

She brings strong political acumen and governance capability, working closely with Councillors, government and sector partners to deliver inclusive services, vibrant places and sustainable outcomes for Wodonga.

Danny Muldeary – Director Infrastructure and Growth

BE (Civil). Commencing March 2026.

Danny Muldeary will be Director Infrastructure and Growth at Wodonga Council from March 2026, bringing a Bachelor of Civil Engineering and more than 10 years’ experience in local government, delivering major infrastructure and long-term planning initiatives that support sustainable community growth. 

Danny has played a key role in delivering significant projects at Wodonga Council, including Hyphen – Wodonga Library Gallery and Baranduda Fields Sporting Complex, strengthening strategic planning and development at Logic Industrial Estate and advancing asset management and long-term capital planning across the municipality.

He is passionate about building strong teams, providing clear direction and ensuring infrastructure investment delivers lasting value for the Wodonga community. Danny is committed to working collaboratively with the council, staff and the community to guide the city’s next stage of growth. 

Danny’s portfolio will include strategic and operational assets, project design and delivery infrastructure, city services including roads, parks, gardens, natural resources, recovery and reuse, and statutory planning, building services and compliance.

Leon Schultz - Director Infrastructure and Growth

BE (Civil). Retiring April 2026. 

Leon immigrated to Australia in September 2007, taking up a role with the Rural City of Wangaratta. He was appointed to the position of Manager Engineering and Parks at Wodonga Council in March 2010 and appointed to Director Planning and Infrastructure in May 2012.

Leon holds a degree in civil engineering and has more than 40 years’ service within state and local government.

Leon’s portfolio includes building services, statutory and strategic planning, infrastructure planning and implementation, municipal engineering, asset renewal, upgrades and maintenance, natural resources, waste management, council’s compliance function, animal and parking management, school crossings, sustainability, property management and land sales, tourism and cultural services.
