Every Wodonga Planning Scheme amendment is placed on public exhibition to allow the affected parties and the public to view the amendment and make submissions to either support or object the amendment. 

Amendments are generally placed on public exhibition for one month. 

Notice of when an amendment is on exhibition appears in The Border Mail on a Wednesday or Saturday. Anyone can view the amendment when on exhibition at our offices at 104 Hovell St, Wodonga during business hours. 

Submissions to an amendment must be made in writing, be submitted before the closing date and addressed to:

Wodonga Planning Scheme Amendment  C131

The Amendment was gazetted on Thursday 30th September. 

The amendment proposes to apply the Environmental Significance Overlay (Schedule 7) (ESO7) to the Wodonga Water Treatment Plant site (at Huon Hill) and its buffer area. 

The buffer area:
  • Identifies the Wodonga Water Treatment Plant site and its Buffer Area; 
  • Recognises the Buffer Area: 
    • Where development may be damaged from an event (chlorine gas release / embankment failure) at the Wodonga Water Treatment Plant site, the likelihood of which is very low; and, 
    • Where development is incompatible with the normal operation of the Wodonga Water Treatment Plant site (bushfire access to perimeter / noise emissions); and, 
  • Controls development by siting, building orientation, building design and the requirement for protection measures. 

Development within the ESO7 will trigger a requirement for a planning permit for most forms of development.

Due to COVID-19 and the associated physical distancing requirements, a Directions Hearing for Wodonga C131wdon was held by video conference on Monday, March 1, 2021.

The Panel has determined to proceed with this matter ‘"on the papers". No main Hearing will be held by video conference or in-person. The "on the papers" process is expected to be completed by May 4, 2021. Parties have been contacted regarding these arrangements.

AMENDMENT C131 EXPLANATORY DOCUMENTS

Wodonga Planning Scheme Amendment  C133

The Amendment amends mapping irregularities and anomalies that exist between zone boundaries and development on the ground. Inserts a new clause 33.02 (Industrial 2 Zone) and the schedule to the zone, into the provisions of the Wodonga Planning Scheme. The amendment was gazetted on July 8, 2021.

The amendment seeks to resolve a number of inconsistencies that exist between the zone maps (Map no. 13) under the Wodonga Planning Scheme and the proposed future stages at the Riverside Estate development.

You may inspect the amendment, any documents that support the amendment and the explanatory report about the amendment, free of charge, at:
  • The Wodonga City Council website at Wodonga Council — Planning scheme amendments; and/or 
  • During office hours, at the office of the planning authority, Wodonga City Council, 104 Hovell Street Wodonga.
  • At the Department of Environment, Land, Water and Planning website www.delwp.vic.gov.au/public-inspection. 

Any person who may be affected by the amendment may make a submission to the planning authority about the amendment. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make. 

Name and contact details of submitters are required for council to consider submissions and to notify such persons of the opportunity to attend council meetings and any public hearing held to consider submissions. The closing date for submissions is 16 August 2021. A submission must be sent to the Chief Executive Officer, Wodonga City Council, PO Box 923, Wodonga, Victoria, 3689.

The planning authority must make a copy of every submission available at its office and/or on its website for any person to inspect free of charge for two months after the amendment comes into operation or lapses.

Amendment C135 explanatory documents

Wodonga Planning Scheme Amendment C136

This amendment has been prepared by the Wodonga City Council, which is the planning authority for this amendment. 

The amendment has been made at the request of Victory Lutheran College – 28 Drage Road West Wodonga and applies to that land. 

The amendment rezones Victory Lutheran College, 28 Drage Road, Wodonga from Farming Zone (FZ) to General Residential Zone – Schedule 1 (GRZ1).

The amendment is required to reflect the current and historical use and development of the land as a school which is located in a developing mixed use and residential area. The school has existed at the land since 1991 (30 years) and has grown to provide P-12 education for the Wodonga community.

Any person who may be affected by the amendment may make a submission to the planning authority about the amendment.

Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.
