Victorian Emergency Animal Welfare Plan


THE Victorian Emergency Animal Welfare Plan is an important part of the government's response to the 2009 Bushfires Royal Commission which highlighted that improvements could be made in the co-ordination of emergency animal welfare to enhance public safety and reduce animal suffering.

The plan describes emergency animal welfare services along with roles and responsibilities of animal owners, state and local governments and animal welfare organisations. Taking an all-hazards and all-species approach, it also outlines coordination arrangements in large and complex emergencies.

Local government contributed to the development of the plan through representation on the Victorian Emergency Animal Welfare Committee (Municipal Association of Victoria, Yarra Ranges, Nillumbik, Mitchell and Whittlesea councils), and through a consultation process with all councils that generated 15 submissions. Importantly, the plan does not impose any new responsibilities on local government but brings together existing relevant animal welfare legislation and integrates it into the State's formal emergency management arrangements.
